2004-06-23. Summary of issues addressed by the Independent Democrats Leader, Patricia De Lille in the Presidential budget debate today.
The President's budget of 10.4% over the medium term is sufficient to
cope with the implementation of policies and service delivery.
Poverty
Each government departments poverty alleviation program must be aligned tightly to assure effectiveness.
The ID endorses the Human Rights Commission Report to extend child support grants from 14 to 18 years of age.
In terms of the Constitution government must provide second-generation rights.
Stimulating the SMME sector must be given priority to create jobs.
Youth
The majority of the unemployed are the youth of our country.
The National Youth Commission and Umsobomvu Youth Fund must produce better results to justify the increases in their budget.
A demand driven approach to skills development between the SETAs and co-related industries must be improved.
HIV/AIDS
At the current rate the ARV roll out will not achieve the President’s stated target.
Government must partner with the private sector, NGOs and civil society and cannot do it alone.
All pandemics were contained by vaccine intervention. More resources must be made available for the HIV/AIDS vaccine initiative.
The ID hopes that we will finally be able to take a country position on HIV/Aids and not simply stand as individuals.
