Independent Democrats statement on Medium Term Budget Policy Speech

2004-10-26. Although the Independent Democrats welcome Finance Minister's commitment to improve the remuneration of civil servants, the ID is however disappointed that the Minister did not commit his department to introduce tax incentive to retain scare skills.

"Improved remuneration for police and educators will improve the moral and positively contribute towards better service delivery. However, the ID maintains that appropriate remuneration structures which will allow the effective tax incentive to retain such scares skills should be put in place. The ID believes the flight of top professionals in key areas of service delivery such as health, social development and public works impact negatively on government developmental goals and should be addressed immediately", said Chris Wang, ID Finance Spokesperson.

The ID believes it is important for South Africa to focus on training and retaining the scares skills rather than focusing on importing them.
