ID Deputy-President lays fraud charge against moonlighting Mayco Member
20-11-2007, 12H00, ID Deputy-President Agnes Tsamai says Jabulile Nxumalo, the Mayco Member for the Integrated Development Plan in the Rustenburg local municipality in North West, is also working as a Provincial Youth Coordinator for the Umsobomvu Youth Fund.
Now, after almost two years of fighting the issue in the Council, Ms
Tsamai says she had laid a charge of fraud against the ANC
politician.
‘If she is found guilty,’ Tsamai says, ‘Nxumalo will be forced to pay a total of R925 000, which covers her Council salary from 1 November 2004 up until now, back to the Municipality.’
The Umsobomvu Youth Fund is run by national government and is tasked with funding youth entrepreneurship.
‘According to Schedule 8 of the Code of Conduct for Councillors, a full-time Councillor should within 60 days declare her interests in writing to the Municipal Manager, one of which refers to a Councillor having two jobs,’ says Tsamai.
‘Nxumalo failed to declare this so the ID brought forward a Council motion to deliberate on the issue. During deliberations on this Item 127, on 30 May 2006, Mayor Mathew Wolmerans told the Council that Nxumalo’s contract with the youth fund was going to expire on 30 November 2006.
‘Mayor Wolmerans asked the Council to give Nxumalo permission to hold two jobs until then. Although the ID voted against this, Nxumalo won a majority of votes,’ Tsamai says.
‘However, when Nxumalo’s contract expired on 30 November 2006, she renewed it for another two years with the permission of the Mayor. In February this year, when the ID approached the media, the municipality’s media officer said Nxumalo had the permission of the Council.
‘The ID knew this to be untrue, so we pulled out all the relevant documents and we asked the Municipal Manager to answer questions so we could find clarity on the issue,’ says Tsamai.
‘We gave him 7 working days to respond, but he failed to do so, so yesterday we laid a charge of fraud against Nxumalo.
‘The ID will not give up until justice has been done,’ Tsamai says.
